10 / Canadian Government Executive // December 2017 O ver the past decade, major Canadian procurement proj- ects have encountered in- creasing difficulties, ranging frommulti-million dollar cost overruns, decades long delays, and lackluster ca- pabilities. Military programs, partly due to their large capital outlays, are partic- ularly vulnerable (albeit, by no means unique, as the Phoenix pay system debacle illustrates). Potential causes for these issues include the increasing technical complexity of projects, incon- sistent funding and insufficient staffing. One interesting aspect of military procurement in Canada is the dynam- ics of interest between the major stake- holders, and how each handles risk.
